Defender already had wiped out Prism.exe from it folder. Replacing it from my laptop did not allow recovery. I have added Prism and its folder to Defender's Exclusions.

Yes, that is correct. Can you ignore those with 20.000 (0.99)? Not ignoring them will make a small error, but it would be better if you could avoid including them.
